According to local police, the workers took shelter in a tent when a severe storm approached the construction site. Harsh winds and flying metal and wooden objects caused the tent to collapse and allowed flying metal and wooden debris to strike the workers. One news source said that the debris included metal scaffolding and heavy wooden planks.
Emergency responders treated the workers for injuries and transported them to nearby hospitals.
Many of the injured workers were employees of Grey Construction, Tellepsen, and other contractors at the Kuraray PVA plant.
